The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995. NTIA publishes this notice of proposed rulemaking to request public comment as it develops rules related to its review and approval of fees imposed by the First Responder Network Authority (FirstNet) as authorized by the Middle Class Tax Relief and Job Creation Act of 2012.
FirstNet Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012
FirstNet requests public comment on certain proposed interpretations of its enabling legislation that will inform, among other things, forthcoming requests for proposals, interpretive rules, and network policies. With the benefit of the comments received from this Notice, FirstNet may proceed to implement these or other interpretations with or without further administrative procedure. Submit comments on or before October 24, 2014.
08/15/2014 FirstNet Board Special Meeting
The FirstNet Board will hold a Special Meeting via teleconference on August 15, 2014 from 11:00 a.m. to 12:00 p.m. Eastern Daylight Time. FirstNet will post an agenda for the Special Meeting on its Web site at www.firstnet.gov prior to the meeting.

The full FirstNet Board will hold a meeting on June 3, 2014, between 8 a.m. and 10 a.m. Mountain Daylight Time. Board members will meet in Ballroom 4 of the Westin Westminster Hotel, 10600 Westminster Boulevard, Westminster, CO 80020.

Notice of Recruitment of FirstNet Board Members
NTIA issues this Notice on behalf of the First Responder Network Authority (FirstNet) as part of the annual process to seek expressions of interest from individuals who would like to serve on the FirstNet Board. Four of the 12 appointments of non-permanent members to the FirstNet Board are expiring in August 2014. NTIA issues this Notice to obtain expressions of interest in the event the Secretary must fill any vacancies arising on the Board. Expressions of interest will be accepted until May 23, 2014.

FirstNet publishes this notice of its categorical exclusions (CEs) of actions that FirstNet has determined do not individually or cumulatively have a significant effect on the human environment and, thus, should be categorically excluded from the requirement to prepare an environmental assessment or environmental impact statement under
the National Environmental Policy Act (NEPA). These categorical exclusions
become effective on April 29, 2014.
