National Spectrum Strategy 37 GHz Spectrum Sharing Report

As directed by the 2023 National Spectrum Strategy (NSS), the Department of Defense (DoD) and National Telecommunications and Information Administration (NTIA) evaluated a co-equal sharing framework to allow Federal and non-Federal users to deploy systems in the 37.0-37.6 GHz (Lower 37 GHz) band. The scope of this report is limited to sharing between Federal and non-Federal operations. The report assumes that the Federal Communications Commission (FCC) will establish site-based authorizations for non-Federal licensees, but the report does not attempt to address how the FCC will regulate sharing between and among non-Federal systems.

2023 Commercial Spectrum Enhancement Act (CSEA) Report

As authorized by the CSEA, the Spectrum Relocation Fund (SRF) provides a centralized and streamlined funding mechanism through which federal agencies can recover the costs associated with relocating their radio communications systems or sharing the reallocated spectrum.

National Spectrum Strategy August Multistakeholder Meeting

Summary

This notice announces a public meeting for providing input to spectrum band studies directed by the National Spectrum Strategy and National Spectrum Strategy Implementation Plan, which instructed the National Telecommunications and Information Administration (NTIA) to establish a multistakeholder forum for non-Federal stakeholders to engage with the Federal agencies conducting the studies. This is the first of what NTIA expects will be a series of public multistakeholder meetings held approximately every other month.

NTIA, NASA, and NOAA file comments supporting the FCC’s proposal to harmonize domestic 24 GHz out-of-band emission (OOBE) limits with those adopted at the 2019 World Radiocommunication Conference (WRC-19). The new rules would protect the use of federal satellites monitoring hurricane, tornado, and climate activity to develop accurate and timely severe weather forecasts – while still permitting deployment of new and innovative commercial wireless services.
