Subject: Comments on Proposed Rules to Implement and Administer a Coupon Program for Digital-to-Analog Converter Boxes

Mr. Brown,

It took seventeen years for us to be able to afford to equip each classroom in our high school with a television set. (Roughly ninety sets)

Our budget continues to decrease, while technological developments, (and the obligatory imperative to implement these developments), continues to increase.

It would help a great deal if schools were also eligible for assistance in this process of converting from Analog-to-Digital transmission of information.

As it stands, schools are ineligible for assistance. And even if they were eligible under these proposed rules, two converter boxes would be insufficient.

The decision to base the distribution of converter box subsidy coupons only to off-air reception households appears questionable - particularly so, when one considers that schools will need these converter boxes to meet educational objectives.
