Dear Mr. Brown:
The purpose of this letter is to urge the National Telecommunications
and Information Administration (NTIA) to include a Hispanic
outreach
component to the DTV coupon program. We understand that the
U.S.
Hispanic Chamber of Commerce Foundation (USHCCF) has submitted
comments
making a similar request and offering their services to assist
in
carrying out a national outreach and educational effort designed
for the
coupon program. The National Hispanic Caucus of State Legislators
(NHCSL) supports the comments and efforts of the USHCCF and
urges you to
give strong consideration to the suggestions submitted to you
in a
letter dated September 11, 2006.
As you may know, NHCSL was founded in 1989 as a nonpartisan
501(c) (3).
Our mission is to be the foremost organization serving and
representing
the interests of over 300 Hispanic state legislators from 33
states,
commonwealths and territories of the United States.
The NHCSL has a strong relationship with the Hispanic/Latino
community.
We have a working relationship with the USHCCF and other groups
and
organizations to help foster opportunities to Hispanic businesses
and
consumers. Numerous Hispanic households are going to be reliant
upon
the DTV coupon program in order to maintain access to over-the-air
broadcast programming. Therefore it is imperative that NTIA
include a
specific outreach and educational component to the DTV coupon
program.
We are confident that the USHCCF is well positioned through
its
relationships and expertise to participate and conduct a successful
national outreach and educational program to the Hispanic community.
We
pledge our cooperation and assistance if the USHCCF is to play
a role in
the coupon program that will aid in ensuring its success.
