General Comment:Since the converters are necessary because of a change in government policy,
which will bring in billions in revenue to the federal government by the sale of
current television bandwidth, all people that receive programming over the air
are being penalized, regardless of their income level. This becomes a tax levied
on those who do not receive the converter subsidy, if they wish to continue to
receive over the air programming as they do today. I think that anyone who
depends on receiving their local channels over the air should receive the
coupons for the $40 subsidy for converter boxes. Television is not a luxury at
times of severe weather or other emergencies and people should not be penalized
to continue to receive this important information, just so the that the
government can maximize their income from the sale.
