Re.:  Notice of Proposed Rule Making, Docket No.  060512129-6129-01

        Digital-to-Analog Converter Box

Dear Mr. Brown:

Jabil Circuit is a St. Petersburg, FL NYSE listed (JBL) Fortune 500 company with 60,000+ employees, $10B revenues FY06 (est.), and 49 facilities in 20 countries.  Jabil provides design, manufacturing, logistics and repair and warranty services to its customers globally. Manufacturing processes include a bar code electronic pack out system that links the product to date of manufacture, location of manufacture and specifications to assure coupons are properly redeemed for qualified products, should retailers or other distributors of the product employ bar code scanning hardware.

Jabil seeks to participate in the converter box program as an ODM manufacturer.  Our suggestion for minimum specifications is attached below.

In addition, Jabil recommends that the converter boxes have a country of origin within the NAFTA region (Jabil intends to manufacture in Mexico) given that the costs of the coupon program are initially born by US taxpayers. .

Jabil thanks you for this opportunity to submit its comments.  If you require any additional information or have further need for comment, please contact me directly, or through Jabil's counsel in this proceeding, Marvin Rosenberg, Holland & Knight LLP, 2099 Pennsylvania Avenue, NW, Washington, DC 20006, direct dial (202) 457-7147 or e-mail [email protected]...

Best regards,

/s/ Gaet Tyranski
