Subject: Eligibility for Digital-to-Anolog TV Converter

Some did not ask for this to happen...many people are pretty happy with
the way TV is today. We did not have to do anything fancy with the
move to Color TV as this move was made "transparent" to owners of
Black and White TVs and they could convert to Color if and when they
chose. This was mandated so as not to financially burden the public.

The DTV change is being "Forced" on the masses and I feel that anyone
who doesn't want to change TVs, for whatever reason, should be
provided the required converter device completely free of charge.
