Subject: Question regarding the NPRM DTV Coupon Program

To whom it may concern:

I do have a question regarding the NPRM DTV Coupon Program.
I was wondering about the restriction of having a household address not
being a post office box, and if that applies to areas not directly
serviced by
the USPS.
I am currently a resident living outside of the city limits of Wasilla,
AK. However, the US Postal Service does not deliver to this household.

I have recently moved to the state of Alaska, but to the best of my
knowledge, the USPS does not deliver directly to all households,
especially outside city limits.
In fact, the official forms to apply for voter registration, and a
driver's license, they require both a physical, street address, and a
mailing address.
In fact, nearly all forms require both a physical address and a mailing
address.
Many residents opt to use as Post Office box, or a Mail Cache ... which
is a group of mail boxes, often times rented out from Private owners.

Restricting coupons to have a address that the USPS can deliver to will
prevent many residents in Alaska from receiving these coupons,
especially in rural areas. I suggest that the NTIA allow that PO Boxes
be used in areas where house mail delivery does not exist, and that the
NTIA
require in these cases that the physical address be given out as well,
in order to satisfy the requirement for fraud prevention and misuse.
I suggest that the NTIA contact the USPS regarding mail delivery in Alaska.

following 4 addresses, where there are houses, and no mail delivery.

The section in question is given below:

*A. Eligible U.S. Households*

NTIA proposes that a "television household" is a "household" with at
least one television. A "household" consists of all persons who
currently occupy a house, apartment, mobile home, group of rooms, or
single room that is occupied as separate living quarters and has a
separate U.S. postal address.^^[4]
