Broadband Technology Opportunities Program
The Broadband Technology Opportunities Program (BTOP) is an approximately $4 billion grant program administered by NTIA to help bridge the technological divide; create jobs; and improve education, health care, and public safety in communities across the country. Funded by the American Recovery and Reinvestment Act of 2009, BTOP projects are deploying broadband Internet infrastructure, enhancing and expanding public computer centers, and encouraging the sustainable adoption of broadband service.

Secretary Locke Announces Recovery Act Investments in New York and California to Expand Broadband Internet Access and Economic Opportunities
WASHINGTON - U.S. Commerce Secretary Gary Locke today announced two American Recovery and Reinvestment Act investments to help bridge the technological divide, improve education, and increase economic opportunities for low-income families in New York, New York and Los Angeles, California. The grants, totaling more than $29 million, will fund computer training and provide more than 30,000 computers to middle school students and their families in high-need schools, enabling them to make use of key educational, employment, and health resources online.
Secretary Locke and Senator Reid Announce Recovery Act Investment in Nevada's Clark County to Expand Broadband Internet Adoption and Opportunities
WASHINGTON – U.S. Commerce Secretary Gary Locke today, joined by Senate Majority Leader Harry Reid, announced a $4.7 million American Recovery and Reinvestment Act (Recovery Act) investment to help bridge the technological divide and increase economic opportunities in Clark County, Nevada. The grant will upgrade or open a total of 29 public computer centers in public housing developments and community and senior centers, as well as provide computer skills classes, job training and certification programs, and support community health programs through local partner organizations.
