Office of Policy Analysis and Development (OPAD)
NTIA’s Office of Policy Analysis and Development (OPAD) supports the agency’s role as the principal adviser to the President on telecommunications and information policy. OPAD develops, analyzes, and advocates internet and communications-related public policies that promote digital connectivity, innovation, competition, jobs, and economic growth for the benefit of the American people.
In particular, OPAD focuses on public policies that impact how Americans access and use the internet, a wide range of online services, and other forms of mass communication. Specific issues include, for example, developing and promoting the adoption of policies, standards, and best practices for issues such as children’s screen use in schools, communications security and resilience, artificial intelligence (AI) and other emerging technologies, and 5G, 6G, and next generation communications.
To further NTIA’s mission, OPAD performs policy research; releases reports, letters and formal comments to the Federal Communications Commission (FCC) or other regulatory bodies; and reviews federal legislation. OPAD also plans and conducts public discussions to facilitate better dialogue on telecommunications, emerging technologies and information matters, and helps facilitate external research through publicly released data collections and other efforts.
