State Alternative Plan Program
The State Alternative Plan Program (SAPP) Notice of Funding Opportunity (NOFO) was published on grants.gov on November 28, 2017 (Funding Opportunity Number 2018-NTIA-SAPP-01). The NOFO provided the application requirements, evaluation methodology and criteria, and Radio Access Network (RAN) construction funding levels for States and Territories that opted out of the FirstNet deployment and that sought the right to enter into spectrum management leasing agreement with FirstNet and for RAN Construction grant funding. All 56 States and Territories have now opted in to the FirstNet deployment, and thus, there are no entities eligible for a SAPP grant. NTIA will not be accepting applications for the program through grants.gov. A copy of the NOFO will remain on the NTIA website for archival purposes.
