The Administration believes that the key test for any telecommunications reform measure is whether it helps the American people. H.R. 1555 proposes reforms in key areas that the Administration agrees need to be addressed.

Congress has the opportunity this year to enact legislation that will open all telecommunications markets to vigorous competition; produce clear, flexible, and limited government regulations to ensure that such competition is robust and fair
