Call for Reviewers - State and Local Implementation Grant Program

The U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) is soliciting volunteers to serve as peer reviewers to assess grant application proposals for the $121.5M State and Local Implementation Grant Program (SLIGP), an important planning and consultation component for the proposed nationwide public safety broadband network.

PROGRAM SUMMARY:

The Middle Class Tax Relief and Job Creation Act of 2012 directs NTIA to establish a grant program to assist State, regional, tribal, and local jurisdictions with identifying, planning, and implementing the most efficient and effective means to use and integrate the infrastructure, equipment, and other architecture associated with the nationwide public safety broadband network to satisfy the wireless broadband and data services needs of their jurisdictions. The SLIGP is designed as a formula-based, matching grant program to assist States, in collaboration with regional, tribal, and local jurisdictions, to perform activities related to planning for the establishment of a nationwide public safety broadband network.

WHAT:

NTIA is accepting applications for the SLIGP from February 6, 2013 until March 19, 2013. Once applications have been received, NTIA will conduct reviews of each application beginning in late March through the end of April 2013. All application reviews will occur remotely and some applications may necessitate a teleconference between the assigned reviewers. Reviewer evaluations will be an important factor that NTIA considers in determining if applications meet SLIGP objectives.

WHO:

Qualified reviewers must have expertise and/or significant experience in at least one of the following areas: public safety communications (e.g., a first responder knowledgeable about public safety communications) or a public sector official (e.g., information technology professional, an elected or appointed government official knowledgeable about public safety communications, or a government official knowledgeable about public safety networks). All reviewers must be currently employed by a federal, state, local, or tribal government agency. Reviewers will not be compensated and will need to sign a waiver of compensation. In addition, reviewers must agree to comply with Department of Commerce policies on conflicts of interest and confidentiality.

NTIA is committed to ensuring that reviewers come from diverse backgrounds, experiences, and areas of the United States. Please feel free to circulate this “Call for Reviewers” to other individuals or organizations that may be sources of qualified reviewers.

NTIA will examine and approve reviewer applications on a first come, first served-basis with a cut-off date of Thursday, February 28, 2013. NTIA will contact approved reviewers to schedule participation in a virtual orientation session.
Although you will not be directly reimbursed for your time and expertise, you will be making a significant contribution to planning for the public safety broadband network.
