Mission LA 2028

Description

 

American leadership in next generation 6G wireless technology is critical because the nation that sets the standards and controls the underlying infrastructure ultimately determines the security, openness, and competitiveness of the global communications marketplace. The Trump Administration is committed to ensuring that our 6G future is developed and led by America and driven by our values. This is critical to securing our economic prosperity, strengthening our national security, and preserving our freedom and way of life. 

In 2028, the United States will host the Summer Olympic and Paralympic Games in Los Angeles, one of the most prominent international sports events of our time. The Olympics will also offer an unprecedented opportunity to showcase America’s world-leading innovation, creativity, and technological prowess. To capture this moment, NTIA launched Mission LA 2028, a project to demonstrate the groundbreaking potential of early 6G technologies. 

Mission LA 2028  is an industry-led initiative: industry stakeholders will plan, fund, and show the proposed 6G demos at the Summer Olympics. NTIA will serve as a convener by connecting stakeholders, working to reduce regulatory barriers and facilitate spectrum availability, promoting the critical work of Mission LA 2028 stakeholders, and providing technical support, to ensure the success of this exciting endeavor.

Mission LA 2028 Office Hours Session Announced

NTIA is excited to announce a virtual Office Hours session on Friday, May 8, from 2 to 3:30 PM EST to answer questions and provide additional information about Phase II of the Mission LA 2028 program.

LOI signatories interested in participating should email [email protected] no later than Thursday, May 7, to request the Microsoft Teams link, if they haven’t already received it. Please also send NTIA any questions you have by Thursday, May 7, and we will do our best to answer them at the session.

Phase II

During Phase I, NTIA received 28 signed letters of intent (LOIs) from entities interested in supporting Mission LA 2028. As we enter the next phase of the initiative, NTIA will be moving forward with respondents that meet updated criteria. 

NTIA is asking LOI signatories who wish to be considered for this next phase to submit updated demo plans to [email protected] by June 18, 2026.

 

NTIA will consider the following information when evaluating which demonstrations to support going forward:

NTIA is committed to advancing the President’s Memorandum “Winning the 6G Race,” in which he highlighted several mid-band spectrum ranges with promise for 6G.  Accordingly, NTIA is exploring whether portions of the 2.69-2.9 GHz, 4.4-4.94 GHz, and 7.125-7.4 GHz spectrum bands can be reallocated to support commercial 6G use cases. Additionally, the Working Families Tax Cut Act mandates that the Federal Communications Commission (FCC) auction at least 100 megahertz from the Upper C-band (3.98-4.2 GHz) by July 2027. NTIA will prioritize updated plans for demonstrations of technology that, once commercially deployed, would utilize these 6G bands. 

If the current mid-band spectrum a respondent has access to is insufficient for execution of a proposed spectrum-based demonstration, NTIA encourages respondents to explore these targeted 6G spectrum bands, to the extent they are available to be temporarily assigned for demonstrations. Close prior coordination with NTIA and the FCC will be necessary in determining the spectrum availability prior to requesting the spectrum.

NTIA will prioritize entities that have secured a venue for their demonstration, particularly if the venue enables multiple demonstrations from a range of Mission LA 2028 exhibitors. Accordingly, NTIA is working with interested parties to identify a single venue (e.g., a pavilion) where multiple Mission LA 2028 participants may showcase 6G demos through a cost-sharing memorandum of understanding. Updated plans contemplating other venues will be considered, but NTIA will work to minimize the overall number of venues in order to focus limited NTIA resources, streamline logistics for spectators, and advance a focused, compelling Mission LA 2028 story.

To improve the impact of selected 6G demos, NTIA will prioritize participants that plan to partner with other respondents to advance their proposed demonstration. 

As described in NTIA’s original LOI guidance, NTIA is interested in advancing early, pre-standard 6G demonstrations that: (1) demonstrate the value of 6G; (2) demonstrate an innovative use case; (3) utilize or anticipate relevant 6G standards; (4) advance secure, trusted, and open infrastructure; and (5) could lead to exportable AI technology. NTIA is keenly interested in advancing 6G demos tied to clear market opportunities that set the groundwork for additional 6G innovation beyond the Games. For example, NTIA would welcome the following types of demos:

  • Artificial intelligence (AI) use cases related to network optimization, intelligent unmanned aerial vehicles (UAVs), object detection, health monitoring, and personal safety;
  • Integrated sensing and communication (ISAC) use cases related to the safety and security of spectators and athletes, UAV detection, digital twinning, and extended reality (XR) experiences;
  • Ubiquitous connectivity use cases related to non-terrestrial networks (NTN), including for emergency response;
  • Immersive communications use cases;
  • Mission critical communications use cases; and
  • Robotics or “physical AI” use cases.

With these factors in mind, NTIA will review updated demo plans received by June 18, 2026, and the Assistant Secretary will make final determinations as to which demo plans NTIA will support going forward. NTIA retains discretion to support demonstrations based on factors not contemplated above. 

NTIA may follow up with interested parties to ask questions or request additional information after June 18, 2026. Any entity who fails to submit an updated demo plan by June 18, 2026, may not be considered for the next phase of this initiative. Interested parties who do not move forward to Phase II of Mission LA 2028 are not restricted from planning and carrying out demos in LA without NTIA support.
