NTIA is issuing a Request for Information (RFI) seeking public comment on various issues relating to the development of the State and Local Implementation grant program, which NTIA must establish pursuant to the Middle Class Tax Relief and Job Creation Act of 2012 to assist state and local governments in planning for a single, nationwide interoperable public safety broadband network.  NTIA intends to use the input from this process to inform the development of programmatic requirements to govern the state and local planning grants program.

NTIA announces the recruitment of the Board of Directors of the First Responder Network Authority (FirstNet). FirstNet is an independent authority within NTIA that will establish a single nationwide, interoperable public safety broadband network. The Board of Directors will be responsible for making strategic decisions regarding FirstNet’s operations. Expressions of interest for membership on the FirstNet Board of Directors will be accepted until May 25, 2012.

NTIA solicits comments from interested parties specifically on the wills, codicils, and testamentary trusts exceptions to the Electronic Signatures in Global and National Commerce Act ("‘ESIGN Act.")

NTIA solicits comments from interested parties for purposes of this evaluation, specifically on the ESIGN exception for notices that communicate information regarding the primary residence of an individual concerning default, acceleration, repossession, foreclosure, eviction, and the right to cure (hereinafter referred to as‘‘residential default, foreclosure, and eviction notices’’) to the Electronic Signatures in Global and National Commerce Act ("‘ESIGN Act.")

In notice document 02–29025 beginning on page 69201 in the issue of Friday, November 15, 2002, make the following correction: under the DATES heading, in the third and fourth lines, ‘‘[sixty (60) days after publication in the Federal Register]’’ should read, ‘‘January 14, 2003’’.
