Revision to the Manual of Regulations and Procedures for Federal Radio Frequency Management

NTIA hereby makes certain changes to its regulations, which relate to the public availability of the Manual of Regulations and Procedures for Federal Radio Frequency Management (NTIA Manual). Specifically, NTIA updates the version of the Manual of Regulations and Procedures for Federal Radio Frequency Management with which federal agencies must comply when requesting use of the radio frequency spectrum. This regulation is effective on December 21, 2012.

Multistakeholder Meetings To Develop Consumer Data Privacy Code of Conduct Concerning Mobile Application Transparency

The meetings will be held on January 17, 2013; January 31, 2013; February 21, 2013; March 14, 2013; and April 4, 2013 from 1:00 p.m. to 5:00 p.m., Eastern Time. The meetings will be held in the Boardroom at the American Institute of Architects, 1735 New York Avenue NW., Washington, DC 20006.

Abstract

The ITS model of radio propagation for frequencies between 20 MHz and 20 GHz (the Longley-Rice model) is a general purpose model that can be applied to a large variety of engineering problems. The model, which is based on electromagnetic theory and on statistical analyses of both terrain features and radio measurements, predicts the median attenuation of a radio signal as a function of distance and the variability of the signal in time and in space.
 
The model is described in the form used to make "area predictions" for such applications as preliminary estimates for system design, military tactical situations and surveillance, and land-mobile systems. This guide describes the basis of the model, its implementation, and some advantages and limitations of its use. Sample problems are included to demonstrate applications of the model.
 

Third Interim Progress Report on the Ten-Year Plan and Timetable

NTIA submits this Progress Report pursuant to the Presidential Memorandum issued on June 28, 2010, which directed the Department of Commerce, working through NTIA and in collaboration with the Federal Communications Commission (FCC), to identify and make available 500 megahertz of spectrum over the next ten years for expanded wireless broadband use.

On February 16, 2007 the Office of Management and Budget (OMB) submitted its report “Commercial Spectrum Enhancement Act Report to Congress on Agency Plans For Spectrum Relocation Funds” to Congress requesting $1,008,552,502 for 1990 frequency assignments be transferred from the relocation fund. After 30 days, OMB made Advanced Wireless Services auction funds available to the agencies for relocation.

The update reflects a reduction in the total number of frequency assignments in the 1710-1755 MHz band from 147 to 76.
