Spectrum Management for the 21st Century, The President's Spectrum Policy Initiative: Second Annual Progress Report

This report recounts the accomplishments of the Federal agencies in carrying out the President’s Spectrum Policy Initiative during the second year of its implementation. During this time period, the 15 Federal agencies that are major spectrum users accelerated their efforts to improve spectrum management.
