AWS-3 Coordination Procedures

The process to submit coordination requests for either the 1695-1710 MHz and/or 1755-1780 MHz bands is as follows: 

Coordination Requests for the 1695-1710 MHz Band: 

After September 30, 2025, licensees must coordinate directly with incumbent operators. Licensees must send coordination requests directly to the affected Federal Agency or Agencies using the contact information provided below. Upon submission, formal coordination will proceed in accordance with the framework and timeline prescribed in Joint Public Notice DA 14-1023, Section IV. In the table below, the associated Federal agency with each AWS-3 Protection Zone was added to the information from US Footnote 88 to aid licensees:

Coordination Requests for the 1755-1780 MHz Band: 

As of February 2025, DoD assignments were removed from the 1755-1780 MHz band except for two of the three statutorily protected systems that will continue to operate indefinitely in the band at sites documented in US Footnote 91, the Army Joint Tactical Radio System (JTRS) in the 1755-1780 MHz band and satellite operations (SATOPS) in the 1761-1780 MHz band. The third system, Air Combat Training System (ACTS), transitioned operations out of the 1755-1780 MHz band. 

Coordination with ACTS operations at the sites documented in US Footnote 91 is no longer required. After September 30, 2025, any AWS-3 License holder who wishes to deploy base stations/sectors in Bureau of Economic Analysis (BEA) Economic Area and Cellular Market Area (CMA) counties that are within the JTRS coordination zones and/or SATOPS protection zones must coordinate directly with the DoD agency directly. The DoD points of contact are listed below:

Background

As part of the Advanced Wireless Services -3 (AWS-3) spectrum relocation effort, the Defense Information Systems Agency (DISA) DoD Spectrum Relocation Management Team (DSRMT) DoD 1755-1780 MHz Early Entry Portal (EEP) facilitated the DoD- AWS-3 Licensee coordination and early spectrum access to the 1755-1780 MHz band. and the 1695-1710 MHz Radio Frequency Coordination Portal (RFCP) facilitated the Department of the Interior’s (DOI), Department of Commerce (DOC)/ National Oceanic and Atmospheric Administration (NOAA)’s, and the Department of Defense (DOD)’s AWS-3 licensee coordination for the 1695-1710 MHz band. 

After 10 years of successful coordination of early entry spectrum access for the AWS-3 licensees, the 1695-1710 MHz RFCP and the DSRMT 1755-1780 MHz EEP, the licensees will directly coordinate with the federal agencies. 

Effective September 30, 2025, the RFCP (for the 1695-1710 MHz band) and EEP (for the 1755-1780 MHz Band) applications are no longer available. Going forward, incumbents and licensees must coordinate directly with one another.
