Mission LA 2028 Letters of Intent FAQs

Overview

The 2028 Summer Olympics offer a once-in-a-generation opportunity to showcase American innovation and leadership in 6G. Through Mission LA 2028, NTIA aims to showcase U.S. innovation and leadership in 6G technologies by facilitating early, industry-led 6G demos in and around the Games.

NTIA will serve as a convener by connecting stakeholders, working to reduce regulatory barriers and facilitate spectrum availability, promoting the critical work of Mission LA 2028 stakeholders, and providing technical support, potentially including access to Table Mountain for testing, to the extent possible.

Stakeholders who submit an LOI and lead 6G demos in support of Mission LA 2028 will not enter into a formal relationship, legally binding or otherwise, with NTIA or the U.S. Department of Commerce.

NTIA will serve as a convener by connecting stakeholders, working to reduce regulatory barriers and facilitate spectrum availability, promoting the critical work of Mission LA 2028 stakeholders, and providing technical support, to the extent possible.

Mission LA 2028 is an industry-led initiative: industry stakeholders will plan, fund, and execute the proposed 6G demos. This is not a competitive grant program.

NTIA will not be funding Mission LA 2028 demos. Industry stakeholders will plan, fund, and execute the proposed 6G demos.

At this stage, NTIA does not anticipate restricting the number of innovative, trusted companies interested in participating in LA 2028, so long as all of the criteria outlined in NTIA’s LOI cover page are met.

NTIA will review submissions in the order they are received and may reach out to stakeholders for additional information, as needed.

Yes. NTIA invites LOIs from all entities interested in supporting Mission LA 2028, including both official LA 2028 sponsors/partners and entities that are unaffiliated with the Games. NTIA does not anticipate restricting the number of innovative, trusted companies that can participate in 6G demos as part of Mission LA 2028, so long as all of the criteria outlined in NTIA’s LOI cover page are met.

Public Engagement

Letter of Intent (LOI) Requirements

No. NTIA expects one signed LOI to be submitted per lead company. If company A is considering leading two different demos, with different sets of partners, it should submit one signed LOI to NTIA that clearly indicates which companies and signatures are related to which demo. However, if company A is considering two 6G demos but will only serve as the “lead” for one, then it should only submit one LOI (and should be listed as a “partner” on the other LOI).

NTIA has extended the LOI submission deadline to January 30, 2026, for all interested parties.

NTIA understands the need for flexibility at this stage given the early state of 6G innovation and the possibility that details of a proposed demo may evolve as planning progresses. While an LOI may describe the envisioned 6G demo, including the applicable use case, features, and role that each signatory is expected to play, this information is not required. Additionally, while NTIA expects the lead company to sign the LOI, we welcome, but do not require, signatures from all other parties interested in supporting the 6G demo at this stage. 

NTIA does not require that the LOI legally commit the interested parties to deploy the proposed solution. The LOI should declare the lead company and partners’ (i.e., the signatories’) collective intent to demonstrate an early 6G solution in support of Mission LA 2028 objectives as follows: 

  • The technology demonstrates the value of 6G.
  • The technology demonstrates an innovative use case.
  • The technology utilizes or anticipates relevant 6G standards.
  • The technology is secure, trusted, and open. 

Any changes made to 6G demo plans after the LOI has been submitted, such as changes in partner participation, should be shared with NTIA, as should 6G demo details once finalized – i.e. determination of a specific use case or feature, venue, etc. NTIA looks forward to being in touch with stakeholders over the coming months as these details are finalized.

No, a company is not precluded from leading or supporting 6G demos at the LA 2028 Olympics if the company does not submit an LOI. However, NTIA encourages all interested parties to submit an LOI by January 30, 2026, to ensure that NTIA and partner agencies have sufficient advance notice of a company’s plans in order to provide effective support.

NTIA understands that some LOIs might have overlapping companies. Overlap is an inherent part of this process and should be treated as such in all LOI submissions. While NTIA expects the lead company to sign the LOI, we welcome, but do not require, signatures from all other parties interested in supporting the 6G demo at this stage. An LOI may describe the role that each signatory is expected to play, but this information is not required

Mission LA 2028 aims to showcase American innovation and leadership in 6G wireless technologies by piloting early, industry-led 6G demos at the Summer Olympics.

As reflected in the LOI cover page, “[i]nterested parties must establish clear intent to deploy an early 6G solution at LA 2028.” NTIA welcomes a diverse range of innovative use cases and concepts from industry, such as terrestrial and satellites used to facilitate seamless streaming connections between and among venues, for example.

Correct. Applicable use cases may be described in the LOI, but this information is not required. As stated in the LOI guidance document, NTIA expects the LOI to demonstrate the signatories’ intent to fulfill the following Mission LA 2028 objective: The technology demonstrates an innovative use case. Therefore, the 6G demo should fulfill at least one innovative use case and may fulfill more than one. Solutions that have universal applicability or that apply to a niche use case are both encouraged.

NTIA expects senior representatives who will play a key role in executing/overseeing the 6G demo and serve as the primary point of contact to sign the LOIs. NTIA has no requirement regarding the specific title of the company representative.

Business Sensitive Information

NTIA will protect confidential and proprietary information from public disclosure consistent with applicable law, including the Trade Secrets Act, as amended (18 U.S.C. § 1905) and the Economic Espionage Act of 1996 (18 U.S.C. § 1831 et seq.). In the event that an entity’s submission contains information or data deemed to be confidential commercial information or that otherwise the entity asks not be publicly disclosed, the entity must identify, or clearly mark that information as Privileged, Confidential, Commercial or Financial Information. Based on these markings, NTIA will protect the confidentiality of the information consistent with applicable law.
