Spectrum Sharing Innovation Test-Bed Pilot Program Phase II III Test Plan
NTIA, in coordination with the Federal Communications Commission (FCC) and federal agencies, has established a Spectrum Sharing Innovation Test-Bed pilot program to examine the feasibility of increased sharing between federal and non-federal users. The pilot program is evaluating the ability of dynamic spectrum access (DSA) devices employing spectrum sensing and/or geo-location technologies to share spectrum with land mobile radio (LMR) systems operating in the 410-420 MHz Federal band and in the 470-512 MHz non-Federal band.
Spectrum Sharing Innovation Test-Bed Pilot Program
This notice describes and seeks comment on the types and depth of testing that the National Telecommunications and Information Administration (NTIA) intends to conduct in Phase II/III of the Spectrum Sharing Innovation Test-Bed pilot program to assess whether devices employing Dynamic Spectrum Access techniques can share the frequency spectrum with land mobile radio systems.
Comments are due on or before April 27, 2012.
An Assessment of the Viability of Accommodating Wireless Broadband in the 1755-1850 MHz Band
NTIA released this report on March 27, 2012 finding that 95 megahertz (MHz) of prime spectrum, the 1755-1850 MHz band, can be repurposed for wireless broadband use. While NTIA’s analysis of the federal agencies’ reports shows it is possible, there are several challenges that need to be met before making a formal recommendation to the Federal Communications Commission (FCC). Accordingly, in this report, NTIA proposes a new path forward for spectrum repurposing that relies on a combination of relocating federal users and sharing spectrum between federal agencies and commercial users. NTIA notes that spectrum sharing will be a vital component to satisfying the growing demand for spectrum, and federal and non-federal users will need to adopt innovative spectrum-sharing techniques to accommodate this demand. Reallocation of this spectrum would represent significant progress towards achieving President Obama’s goal to nearly double the amount of commercial spectrum available this decade. The President’s initiative will spur investment, economic growth, and job creation while supporting the growing demand by consumers and businesses for wireless broadband services.

Notice – Extension of the Internet Assigned Numbers Authority (IANA) Functions Contract
The Commerce Department's National Telecommunications and Information Administration (NTIA) reached an agreement with the Internet Corporation for Assigned Names and Numbers (ICANN) to continue performing the Internet Assigned Numbers Authority (IANA) functions until September 30, 2012. The IANA functions are the key technical functions supporting the Internet Domain Name System.
