Plan to Identify and Implement Incentives that Promote More Efficient and Effective Use of Spectrum
Pursuant to the President’s directive, NTIA has developed this plan to expand on existing policies that (1) identify and implement incentives that are appropriate to Federal Government users; and (2) address incentives more broadly and develop possible legislative recommendations to increase the FCC’s incentive authority.

Domain Name System Security Extensions (DNSSEC) Testing and Evaluation Report
ICANN and VeriSign agreed to document and evaluate all DNSSEC testing and implementation efforts taken at the authoritative root zone and have submitted a final report to NTIA.
Relocation of Federal Radio Systems from the 1710-1755 MHz Spectrum Band -- Second Annual Progress Report
This report is submitted pursuant to Section 207 of the Commercial Spectrum Enhancement Act (CSEA, Title II of P.L. 108-494), which requires annual reporting on Federal agencies’ progress in vacating their affected wireless communications systems. These systems are being relocated from certain radio spectrum that has been reallocated to commercial use. The National Telecommunications and Information Administration (NTIA) published the first annual report to Congress in March 2008. It covered relocation activity during the period from March 2007 through December 2007. This second annual report documents the cumulative progress since the commencement of relocation activity in March of 2007 through December 2008.
A National Plan for Migrating to IP-Enabled 9-1-1 Systems
Prepared by the National E9-1-1 Implementation Coordination Office, September 2009: In the New and Emerging Technologies 911 Improvement Act of 2008 (NET 911 Improvement Act), Congress tasked the National E9-1-1 Implementation Coordination Office (ICO) to develop “a national plan for migrating to a national [Internet Protocol] IP-enabled emergency network capable of receiving and responding to all citizen-activated emergency communications and improving information sharing among all emergency response entities.” The ICO, managed jointly by the Department of Commerce’s National Telecommunications and Information Administration (NTIA) and the Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), drew upon three years of research and development on Next Generation 9-1-1 (NG9-1-1) technologies, available industry resources and feedback from emergency communications stakeholders in preparing this plan.
