NTIA and NHTSA Annual Report to Congress on Next Generation 911 Activities

We are pleased to submit this letter as the annual report on the activities of the Implementation Coordination Office (ICO) of the National Highway Traffic Safety Administration (NHTSA) and the National Telecommunications and Information Administration (NTIA), pursuant to Section 6503 of the Next Generation 911 Advancement Act of 2012, Pub. L. 112-96, Title VI, Subtitle E, codified at 47 U.S.C. § 942(a)(4).1 The ICO provides national leadership and coordination of stakeholder efforts to develop comprehensive and technologically enhanced 911 (E9l l) and next generation 911 (NG911) services.

NTIA is filing this pleading on behalf of the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (known informally as Team Telecom), which is composed of the Departments of Justice, Defense, and Homeland Security (the Committee, or the Agencies).  These comments address issues raised in the public draft Report and Order the Commission released on September 9, 2020 (Report and Order), and has scheduled for consideration at the September 2020 Open Commission Meeting on September 30, 2020.

NTIA issues this Notice on behalf of the First Responder Network Authority (FirstNet Authority) to initiate the annual process to seek expressions of interest from individuals who would like to serve on the FirstNet Authority Board (Board). The terms of four of the 12 non-permanent members to the FirstNet Authority Board will expire in January 2021. To be considered for a January 2021 appointment, expressions of interest must be electronically transmitted on or before October 19, 2020.

NTIA's Office of Spectrum Management (OSM) strongly urges the Commission to issue a Further Notice of Proposed Rulemaking (FNPRM) in the above-referenced proceeding that would propose to reallocate the 3450-3550 MHz band to permit commercial mobile broadband on a shared basis with incumbent federal users.
