NTIA Comments to FCC in ET Docket No 13-115
NTIA, on behalf of the Executive Branch, hereby comments in response to the Commission’s recent Report and Order and Further Notice of Proposed Rulemaking (“FNPRM”) in the above-referenced proceeding. The Commission’s proceeding addresses three seemingly separate but interrelated issues involving federal earth stations, launch spectrum, and operation of a new federal environmental sensing satellite.
NTIA Comments on Use of the Automatic Identification System
NTIA, on behalf of the Executive Branch, hereby comments in response to the Commission’s recent Notice of Proposed Rulemaking in the above-referenced proceeding. As discussed in more detail in the attached letter from the U.S. Coast Guard to NTIA, maritime safety requires that the use of radio devices produced for the Automatic Identification System be limited to their intended use – which does not currently include marking fishing equipment.

NTIA Comments on Promoting the Deployment of 5G Open Radio Access Networks
NTIA, on behalf of the Executive Branch of the U.S. Government (Executive Branch), submits these comments in response to the Federal Communications Commission’s (Commission) Notice of Inquiry in the above-captioned proceeding on open radio access networks (Open RAN). These comments serve as an integrated, cohesive response from numerous agencies within the Executive Branch.
NTIA Comments Regarding 24 GHz Emission Limits
NTIA, in response to the Federal Communication Commission’s Public Notice and on behalf of NOAA and NASA, urges the FCC in these formal comments to harmonize its domestic 24 GHz “out-of-band” emission limits (OOBE limits) with those adopted at the 2019 World Radiocommunication Conference (WRC-19). These new OOBE limits, as adopted at WRC-19, would provide for a two-step approach, with an interim stage lasting through September 2027 when more stringent limits would be imposed. NTIA further recommended that the FCC encourage wireless licensees to comply with the more stringent limit
NTIA CBRS American Samoa Protection Letter
NTIA and the Department of Defense (DoD) have worked closely with the Federal Communications Commission (FCC) as it implements the rules governing Citizens Broadband Radio Service (CBRS) in the 3550-3700 MHz band in the above-referenced proceedings. The collaborative approach taken by government and industry to share the 3.5 GHz band has enabled commercial access to this primary mid-band spectrum for 5G deployments. This letter is to notify you of the required protection criteria for American Samoa.
NTIA Letter to FCC re 3450-3550 MHz
As a result of the further collaborative efforts between NTIA, the Department of Defense (“DoD”), and the FCC, NTIA submitted a letter into the FCC Docket “Amendment of the Commission’s Rules with Regard to Facilitating Shared Use in the 3100-3550 MHz Band” providing spectrum management details of DoD’s Cooperative Planning Area (“CPA”) and Periodic Use Area (“PUA”) set forth in the Further Notice of Proposed Rulemaking (“FNPRM”). In addition, specific requirements for two of the CPAs, more details on Federal/non-Federal coordination procedures, and other information and views f
