This document is intended solely to assist recipients in better understanding the State Digital Equity Capacity Grant program (SDECGP) and the requirements set forth in the Notice of Funding Opportunity (NOFO) for this program. Today, NTIA is issuing landmark recommendations to ensure that artificial intelligence (AI) systems do what they claim – without causing harm. The AI Accountability Policy Report calls for improved transparency into AI systems, independent evaluations, and consequences for imposing unacceptable risks or making unfounded claims.

The National Telecommunications and Information Administration (NTIA) is pleased to offer ex parte comments in response to the Notice of Proposed Rulemaking (Notice) in the above-captioned proceeding. As the President’s principal advisor on telecommunications and information policy, NTIA is charged with developing, coordinating, and presenting the Executive Branch’s views to the Federal Communications Commission (FCC or Commission). NTIA issues this NOFO to describe the requirements under which it will award grants for the second round of the TBCP, authorized by the Consolidated Appropriations Act, 2021, Division N, Title IX, Section 905(c), Public Law 116-260, 134 Stat. 1182 (Dec. 27, 2020) (Act), as amended by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law, Division F, Title II, Section 60201, Public Law 117-58, 135 Stat. 429 (Nov. 15, 2021) (IIJA).

America’s economy, technological leadership, and security depend on spectrum—the frequencies used to transmit radio signals for all wireless technologies. Spectrum is a strategically essential area in global technological competition, as it underpins the digital economies of the U.S. and our allies and partners. Spectrum is essential not just for everyday digital products like televisions, cell phones, and Wi-Fi routers, but also for core infrastructure, including critical sectors like aviation, manufacturing, energy, and defense.
