Notice of Recruitment of FirstNet Board Members
NTIA) issues this Notice to initiate the annual process to seek expressions of interest from individuals who would like to serve on the Board of the First Responder Network Authority (FirstNet Authority Board or Board). The terms of 11 of the 12 non-permanent members to the FirstNet Authority Board will be available for appointment and reappointment in 2021.
To be considered for the calendar year 2021 appointments, expressions of interest must be electronically transmitted on or before April 5, 2021.
NTIA Report: Incumbent Informing Capability (IIC) for Time-Based Spectrum Sharing
The IIC is a mechanism for more reliably informing “new entrants” in a shared spectrum band when incumbent federal systems are operating in close proximity and thus need to be protected. New entrant access to the spectrum would be controlled through an enhanced, near-real-time Spectrum Coordination System (SCS). The IIC could replace extra layers of sharing techniques such as the environmental sensing capability (ESC), which presently is required by the Federal Communications Commission (FCC) for the Citizen Broadband Radio Service (CBRS) in the 3550-3700 MHz band.
NTIA Letter to FCC re 3450-3550 MHz
As a result of the further collaborative efforts between NTIA, the Department of Defense (“DoD”), and the FCC, NTIA submitted a letter into the FCC Docket “Amendment of the Commission’s Rules with Regard to Facilitating Shared Use in the 3100-3550 MHz Band” providing spectrum management details of DoD’s Cooperative Planning Area (“CPA”) and Periodic Use Area (“PUA”) set forth in the Further Notice of Proposed Rulemaking (“FNPRM”). Industry Listening Session: Vendor Diversity for 5G Security 02/25/2021
As laid out in the 5G Implementation Plan, NTIA will host a second industry listening session, which is scheduled from 10:00am-12:30pm EST on February 25, 2021. This Listening Session will be focused on concrete and actionable steps that the United States Government, in partnership with industry, can take with regard to vendor diversity and 5G.

NTIA Notice of Estimated Relocation or Sharing Costs and Timelines for 3450-3550 MHz Band
On June 12, 2020, the FCC notified NTIA of its plan to auction licenses in 100 megahertz of the 3400-3550 MHz band beginning in December 2021. On January 14, 2021, NTIA provided initial estimated relocation or sharing costs and timelines for the 3450-3550 MHz spectrum band to the Committees on Appropriations and Energy and Commerce of the House of Representatives, and to the Committees on Appropriations and Commerce, Science, and Transportation of the Senate for approval, and notified the Federal Communications Commission and Comptroller General.
