Spectrum Management for the 21st Century, The President's Spectrum Policy Initiative: Second Annual Progress Report
This report recounts the accomplishments of the Federal agencies in carrying out the President’s Spectrum Policy Initiative during the second year of its implementation. During this time period, the 15 Federal agencies that are major spectrum users accelerated their efforts to improve spectrum management.
Federal Strategic Spectrum Plan
A comprehensive report on the use of the nation’s airwaves used by the U.S. federal government, based on submissions of spectrum plans from 15 Federal agencies. The report titled, The Federal Strategic Spectrum Plan is a key component of the 21st Century Spectrum Policy Initiative for improving the management of spectrum by federal agencies.
Relocation of Federal Radio Systems from the 1710-1755 MHz Spectrum Band -- First Annual Progress Report
This report is submitted pursuant to Section 207 of the Commercial Spectrum Enhancement Act (CSEA, Title II of P.L. 108-494), which requires annual reporting on Federal agencies’ progress in vacating their affected wireless communications systems, which are being relocated from certain radio spectrum that has been reallocated to commercial use. This is the first such annual report, and it details progress from the commencement of relocation activity in March 2007 through December 2007.
Plan to Identify and Implement Incentives that Promote More Efficient and Effective Use of Spectrum
Pursuant to the President’s directive, NTIA has developed this plan to expand on existing policies that (1) identify and implement incentives that are appropriate to Federal Government users; and (2) address incentives more broadly and develop possible legislative recommendations to increase the FCC’s incentive authority.

These systems are being relocated from certain radio spectrum that has been reallocated to commercial use. The National Telecommunications and Information Administration (NTIA) published the first annual report to Congress in March 2008. It covered relocation activity during the period from March 2007 through December 2007. This second annual report documents the cumulative progress since the commencement of relocation activity in March of 2007 through December 2008.
A National Plan for Migrating to IP-Enabled 9-1-1 Systems
Prepared by the National E9-1-1 Implementation Coordination Office, September 2009: In the New and Emerging Technologies 911 Improvement Act of 2008 (NET 911 Improvement Act), Congress tasked the National E9-1-1 Implementation Coordination Office (ICO) to develop “a national plan for migrating to a national [Internet Protocol] IP-enabled emergency network capable of receiving and responding to all citizen-activated emergency communications and improving information sharing among all emergency response entities.” The ICO, managed jointly by the Department of Commerce’s National Telecommunications and Information Administration (NTIA) and the Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), drew upon three years of research and development on Next Generation 9-1-1 (NG9-1-1) technologies, available industry resources and feedback from emergency communications stakeholders in preparing this plan.
Third Quarterly Status Report Regarding BTOP

Comments to ICANN on behalf of the U.S. Government
NTIA filed comments on behalf of the U.S. government in response to the Internet Corporation for Assigned Names and Numbers (ICANN) proposals on Domain Name System (DNS) security, stability and resiliency.
Outside the Box - The Digital TV Converter Box Coupon Program
The TV Converter Box Coupon Program was a tremendous success and is one of the reasons the digital television transition in the United States went so smoothly. Over a two-year period, the Coupon Program educated millions of Americans about how to get ready for the transition and helped reduce the cost of purchasing a converter box for millions of households.
This report describes the challenges NTIA faced in administering the Coupon Program and the solutions we developed to address those issues.
