Fifth Quarterly Report on the Transition of the Stewardship of the Internet Assigned Numbers Authority (IANA) Functions
NTIA provides quarterly reports on all aspects of the proposed transition of the U.S. government’s stewardship role over the Internet Assigned Numbers Authority (IANA) functions. NTIA’s previous reports are posted here. This fifth report covers activities from October 1, 2015 to December 31, 2015. As required by Public Law 114-113, NTIA will update this report on a quarterly basis.
White Paper on Remixes, First Sale, and Statutory Damages
This White Paper by the U.S. Department of Commerce’s Internet Policy Task Force addresses important issues at the intersection of copyright law and Internet policy. It is the result of a comprehensive, multi-year review of three key topics: 1) the legal framework for the creation of remixes; 2) the relevance and scope of the first sale doctrine in the digital environment; and 3) the application of statutory damages in the context of individual file-sharers and secondary liability for large-scale online infringement.
Implementing Certain Provisions of the Spectrum Pipeline Act With Respect to the Duties of the Technical Panel
NTIA amends its regulations with respect to the duties of the Technical Panel to include the new responsibility for review and approval of plans submitted by federal entities that request funding from the Spectrum Relocation Fund for the purposes set forth in Section 1005(a)(2) of the Spectrum Pipeline Act of 2015. The final rule becomes effective on January 21, 2016.
