Twenty-First Quarterly Status Report to Congress Regarding BTOP
Pursuant to Section 6001(d)(4) of the American Recovery and Reinvestment Act of 2009 (ARRA or Recovery Act) (Public Law No. 111-5), the National Telecommunications and Information Administration (NTIA) provides this Quarterly Report on the status of the Broadband Technology Opportunities Program (BTOP or Program). This Report focuses on the Program’s activities from January 1 to March 31, 2014.

Effects of Radar Interference on LTE (FDD) eNodeB and UE Receiver Performance in the 3.5 GHz Band
Abstract: In response to proposals to introduce new radio systems into 3.5 GHz radio spectrum in the United States, the authors have performed measurements and analysis on effects of interference, from a variety of radar waveforms, to the performance of a prototype 3.5 GHz Long Term Evolution (LTE) network, consisting of one base station (an eNodeB) and one client (referred to as user equipment or UE) utilizing frequency-division duplexing (FDD).

FirstNet Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012
FirstNet requests public comment on certain proposed interpretations of its enabling legislation that will inform, among other things, forthcoming requests for proposals, interpretive rules, and network policies. With the benefit of the comments received from this Notice, FirstNet may proceed to implement these or other interpretations with or without further administrative procedure. Submit comments on or before October 24, 2014.
Joint Notice: Coordination Procedures in the 1695–1710 MHz and 1755–1780 MHz Bands
The Federal Communications Commission’s (FCC) Wireless Telecommunications Bureau (WTB) and NTIA issue this joint public notice to provide information about Federal/non-Federal coordination in the AWS–3 bands in which Federal incumbents have spectrum assignments. We jointly refine certain AWS–3 Protection Zones, reducing them from nationwide scope to more specific geographic areas.
