NTIA will convene a meeting of a privacy multistakeholder process concerning the commercial use of facial recognition technology on July 24, 2014. The meeting will be held on July 24, 2014 from 1:00 p.m. to 5:00 p.m., Eastern Time.   The meeting will be held in the Boardroom at the American Institute of Architects, 1735 New York Avenue NW., Washington, DC 20006.

Pursuant to Section 6001(d)(4) of the American Recovery and Reinvestment Act of 2009 (ARRA or Recovery Act) (Public Law No. 111-5), the National Telecommunications and Information Administration (NTIA) provides this Quarterly Report on the status of the Broadband Technology Opportunities Program (BTOP or Program). This Report focuses on the Program’s activities from October 1 to December 31, 2013.

On April 18, 2014, the Department of Commerce's Internet Policy Task Force (Task Force) announced its plan to hold four roundtables in cities across the United States in May, June, and July 2014 regarding the topics as set forth in the Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy (Green Paper). This notice announces the location of the third meeting to be held in Los Angeles, California on July 29, 2014, and provides an update to the location of the fourth meeting to be held in Berkeley, California on July 30, 2014.

This notice announces a public meeting of the Commerce Spectrum Management Advisory Committee. CSMAC provides advice to the Assistant Secretary of Commerce for Communications and Information on spectrum management policy matters. On June 4, 2014, NTIA sent a letter to the Chairman and Ranking Members of the Senate Committee on Commerce, Science and Transportation, and the House Committee on Energy and Commerce notifying Congress of NTIA's determination that relocation of certain federal entities from the 1695-1710 MHz and 1755-1780 MHz spectrum bands is not feasible because of technical or cost constraints.  The notifications were among the requirements of the Middle Class Tax Relief and Job Creation Act of 2012.

NTIA releases this Progress Report pursuant to the Presidential Memorandum issued on June 28, 2010, which directed the Department of Commerce, working through NTIA and in collaboration with the Federal Communications Commission (FCC), to identify and make available 500 megahertz of spectrum over the next ten years for expanded wireless broadband use.  This report includes the plan for federal agencies to provide quantitative assessments of their usage of spectrum in selected frequency bands in accordance with the Presidential Memorandum issued on June 14, 2013.

NTIA is requesting comment on “big data” developments and how they impact the Consumer Privacy Bill of Rights. NTIA and the Department of Commerce invite public comment on these issues from all stakeholders, including the commercial, academic, and public interest sectors, legislators, and from governmental consumer protection and enforcement agencies.

Comments are due on or before 5 p.m. Eastern Time on August 5, 2014.
