The purpose of this report is to present an estimate of the remaining costs required to complete the nationwide transition from legacy 911 systems to secure, interoperable, IP and standards-based NG911 systems. The report finds that finds that the estimated cost of implementing NG911 nationwide has declined since NTIA’s 2018 assessment, reflecting both state investments to date and a broader shift in the market from equipment-based systems to software-driven subscription models.

This report covers the period from January 2024 through December 2024 with the funds reported reflecting expenditures for Fiscal Year (FY) 2024. As authorized by the CSEA, the Spectrum Relocation Fund (SRF) provides a centralized funding mechanism through which federal agencies can recover the costs associated with relocating their radio communications systems or sharing the reallocated spectrum. This report, based on data the federal agencies submitted to NTIA and the Office of Management and Budget (OMB), describes the progress the federal agencies have made in adhering to spectrum transition timelines.

NTIA commissioned MITRE to prepare two comprehensive reports and recommend best practices on receiver design and performance, in recognition of its critical role in spectrum management. The reports focus on the highly diverse radios used in federal missions, but also issue more general analysis and recommendations.

The National Telecommunications and Information Administration (NTIA) concludes in this report that it is technically feasible to share the 1675-1680 MHz band used by the National Oceanic and Atmospheric Administration (NOAA) for transmission of time-sensitive satellite data with commercial wireless services.

As directed by the 2023 National Spectrum Strategy (NSS), the Department of Defense (DoD) and National Telecommunications and Information Administration (NTIA) evaluated a co-equal sharing framework to allow Federal and non-Federal users to deploy systems in the 37.0-37.6 GHz (Lower 37 GHz) band.

This report presents an analysis of aggregate Citizens Broadband Radio Service (CBRS) Spectrum Access System (SAS) data reported quarterly from April 1, 2021, to July 1, 2024. The data provide insights into the growth of CBRS, the impact of dynamic spectrum sharing, the role of General Authorized Access (GAA) usage, and CBRS’s role in rural and urban wireless connectivity.

GAO has asked NTIA to present to Congress a report that (1) identifies the key statutory provisions limiting the beneficial alignment of broadband programs and (2) offers legislative proposals to address the limitations, as appropriate.

The ACCESS BROADBAND Act, 2021 charged NTIA’s Office of Internet Connectivity and Growth (OICG) with capturing data on federal broadband investments, including the number of United States residents receiving broadband services from Universal Service Fund (USF) programs or federal broadband support programs; and reporting on the local economic impact of broadband investments, including any impact on small businesses or jobs.
