The attached report provides background on the Internet domain name system (DNS) and NTIA’s role, the Internet Assigned Numbers Authority (IANA) functions, NTIA’s call for a transition proposal, status of the multi-stakeholder community’s efforts in response, and next steps.  The report covers activities through January 31, 2015.  NTIA will update this report on a quarterly basis. 

Pursuant to Section 6001(d)(4) of the American Recovery and Reinvestment Act of 2009 (ARRA or Recovery Act) (Public Law No. 111-5), the National Telecommunications and Information Administration (NTIA) provides this Quarterly Report on the status of the Broadband Technology Opportunities Program (BTOP or Program). This Report focuses on the Program’s activities from April 1 to June 30, 2014.

This publication provides an overview of common broadband partnerships, the factors communities should consider in developing a successful partnership model, and tips and best practices NTIA has observed through its oversight of $4.5 billion in broadband grants to public, private and joint projects across the country.

In 2010, after a competitive procurement, NTIA awarded a contract to research firm ASR Analytics, LLC to conduct an independent analysis of the social and economic impacts of the $4 billion in Recovery Act grants awarded under the Broadband Technology Opportunities Program (BTOP).  ASR performed an extensive analysis of the quarterly and annual reports from more than 200 grantees over a four-year period, and conducted 27 detailed case studies of individual BTOP projects.  The case studies were based on site visits that included interviews, observations and data collection.  T
